Monthly and cycle nominations are coordinated through the PFTC Commercial Dispatch Desk. Pipeline receipts via Colonial Pipeline (Chesapeake, VA) adhere to the standard 72-cycle calendar, requiring nominations 5 business days prior to cycle lifting dates.

In-Tank Transfers (ITT) between terminal accounts are verified and processed within 24 hours of matching confirmations.

Laytime calculations strictly adhere to ASBATANKVOY or BPVOY charter party governing clauses. Standard terminal allowances provide:

• Aframax / MR Ocean Tankers: 36 running hours SHINC (Sundays and Holidays Included).
• Inland Push-Barges: 6 to 12 running hours based on manifold and discharge pump capacity.
• Laytime Commencement: 6 hours post valid Notice of Readiness (NOR) receipt or when vessel is all-fast in berth.

Weather closures imposed by US Coast Guard Captain of the Port and vessel mechanical delays are excluded from laytime. Demurrage claims are subject to a standard 60-day presentation deadline.

As MARSEC Level 1 facilities regulated by the US Coast Guard (33 CFR Part 105), unescorted terminal access requires an active biometric Transportation Worker Identification Credential (TWIC®). Tank truck drivers must complete PFTC terminal orientation, and vehicles must have valid DOT-406 inspections and functioning overfill sensors.
